Measure Q – Local Sales Tax

On November 5, 2024, Manteca voters approved Measure Q, a 3/4-cent (0.75%) local transactions and use tax to support City services, programs, and infrastructure. Measure Q took effect on April 1, 2025, increasing Manteca’s sales tax rate from 8.25% to 9%. Of the current 9% sales tax rate, 2.25% is allocated directly to the City of Manteca.

Measure Q was authorized for 20 years. The Fiscal Year 2026-27 Budget includes approximately $15.5 million in estimated Measure Q revenue; actual collections may vary based on taxable sales activity. Measure Q revenue is accounted for separately and allocated by the City Council through the City’s public budget process.

Measure Q Funding Priorities

Measure Q revenue may be used to support City services and community priorities, including:

  • Roadway and infrastructure repairs, including pothole and pavement improvements.
  • Neighborhood police patrols, crime prevention efforts, equipment, and public safety facilities.
  • Fire protection services, emergency response capabilities, personnel, vehicles, and equipment.
  • Quality-of-life programs and amenities, including parks, public facilities, local business support, homelessness response, youth services, and other priorities identified by the City Council and community.

Community Oversight and Accountability

The City Council-appointed Measure Q Citizens’ Oversight Committee reviews and reports on Measure Q revenues and expenditures. Committee meetings are open to the public, and meeting information, agendas, and supporting documents are available through the City’s Boards and Commissions webpage.
